MOSCOW, RUSSIA — The Honourable Minister for Foreign Affairs of Ghana Samuel Okudzeto Ablakwa concluded a high-level three-day diplomatic visit to the Russian Federation this week, marking a significant milestone in the deepening of bilateral relations between Accra and Moscow. The visit, which took place from August 17th to 19th, 2026, underscored a renewed commitment to economic, educational, and consular cooperation.
A New Era of Bilateral Cooperation
The visit commenced on Monday, August 17, with formal engagements between the Ghanaian Foreign Minister and his Russian counterparts. The discussions yielded several landmark agreements, most notably the establishment of a visa-free regime for holders of diplomatic passports, as well as specific government and civil service officials. This move is expected to streamline high-level diplomatic exchanges and facilitate smoother government-to-government interactions.
Beyond visa facilitation, Hon. Samuel Okudzeto Ablakwa secured a major win for Ghanaian students, successfully negotiating an increase in scholarship slots from 120 to 240, effectively doubling the educational opportunities for Ghanaian youth in Russian institutions. Furthermore, the two nations finalized frameworks to enhance bilateral business facilitation, aimed at boosting trade and economic synergy.
Engaging the Diaspora
On Tuesday, August 18, the Minister transitioned from statecraft to community welfare, meeting with the leadership and members of the Ghanaian Community in Russia. The dialogue was both candid and constructive, focusing on the protection and advancement of Ghanaians living within the Federation.
Mr. Wepari Ebenezer, speaking on behalf of Ghanaians facing immigration challenges, made a heartfelt appeal for the government to prioritize the regularization of those who have overstayed their visas. In addition, he requested the government to collaborate with Russian authorities to grant temporary residency certificates to affected individuals.
The President of the Ghanaian Community in Russia, Mr. Wepari, further highlighted the critical need for a structured process to identify and repatriate deceased Ghanaians, as well as providing support for those caught in exploitative recruitment practices or those wishing to return home but facing financial hardship.
Leadership Remarks
Ambassador Steem Koma Jehu-Appiah, in his remarks, lauded the visit as a testament to the strong bond between the two nations. "The Minister’s presence here is a positive gesture that signals a new chapter in our bilateral cooperation.
